Instructions
- Cook ground beef with onion and garlic until browned; season with salt and pepper.
- Mix mashed potatoes with egg and flour to form a dough-like mixture.
- Flatten a portion of potato mixture into a patty, spoon beef filling in the center, add a cube of cheddar, and cover with more potato mixture.
- Seal edges and flatten slightly into a cake shape.
- Heat oil in a skillet and pan-fry each cake until golden brown on both sides.
- Drain on paper towels and sprinkle with parsley.
- Serve warm with sour cream or dipping sauce.
